Deadly Voyages: Migrant Journeys across the Globe
Deadly Voyages: Migrant Journeys across the Globe explores the burdens and impact of perilous migration, while considering which laws, policies, practices, and venues might establish empathy and protection for migrants. This interdisciplinary volume envisions and calls for a transformation in migration policy, motivated by the common goal of drastically reducing the peril migrants face when compelled to make their treacherous journeys. All contributors to this volume agree on the inadequacy of current approaches and the dire need for change in global migration law and policy.

In December 2016, Gambian dictator Jammeh was surprisingly ousted through the ballot box by a democratically motivated opposition. With this remarkable change, tables also turned for Gambian migrants. Gambians abroad were called upon to return and help rebuild the nation, while political interests in host states increased to return “irregular” migrants. In what ways can migrant return be politically influential, especially after a critical juncture as in the Gambia?

Spatial Practices. Territory, Border and Infrastructure in Africa
“Killing fields”, “war zones”, or “hot spots” of violent conflict; “islands of peace”, “buffer zones” and “horizontal escalation” – all these terms show that violent conflict and peace processes have spatial dimensions. Wars originate somewhere, and are fought in specific places – rarely is violence ubiquitous during civil wars. In much the same way, the “need for peace” and local forms of adaptation processes may vary from province to province or from town to town.

Though a common EU-African agenda of dealing with migration goes back at least a decade with bilateral, regional and continental approaches, it has gained in visible importance in recent years. But what are the actual approaches and does the rhetoric they evoke speak to their actual practice? Unpacking 76 policy documents relating to the governance of migration from African and European institutions between 2005 and 2016, the paper finds that the rhetoric is diverting in itself (both managing and controlling mobility) but also surprisingly similar.

Inclusive Peace and Transition Initiative
Women’s groups were highly influential in Liberia’s peace
process, yielding long-term impacts. The Mano River Women’s
Peace Network (MARWOPNET) had formal observer status
during the peace talks, the Women in Peacebuilding Network
(WIPNET) led a mass action campaign, and activists had
informal consultations with the mediation team and conflict
parties. Women’s influence was strongest during the negotiation
period.

Although not usually thought of as a haven of refugee protection, the Gambia has a fairly sizeable refugee population and some sophisticated legal frameworks and protection mechanisms. However, the political context of its refugee protection should not be underestimated.

This project explores the politics of migration governance in the Gambia, where an unexpected regime change
in January 2017 gave an impetus for political change. It is the pilot of a larger study currently under
development on the politics of migration governance in eight sub-Saharan countries. The project acknowledges
the political nature of migration as well as the agency involved in the governance of migration.

Hardly a day goes by without a discussion on the migrants (including refugees) who have entered Europe in large numbers since 2015. Under the European Union Commission’s New Partnership Framework launched in 2016, one of the major short-term objectives is to ‘increase the rate of returns to countries of origin’, and last week, the president of the EU Commission announced a ‘more effective EU policy on return’. That said, return is tricky. It is unclear how effective it is in deterring future migration. And it may even have detrimental effects on the countries of origin.

Since the 'refugee crisis' crossed the frontiers of Europe, a common EU-African agenda of dealing with the challenges of migration has visibly gained in importance for policy stakeholders on the two continents. In 2015, more than 60 heads of states and government met in Valetta for the first summit between the EU and Africa solely dedicated to the topic of migration. In reality however, consultations go back at least a decade with common approaches addressed on a bilateral, regional and continental level.

Die aktuell von der EU verfolgte Migrationspolitik in Afrika basiert im Wesentlichen auf Abschottung und Bekämpfung der Symptome, statt der Ursachen der Wanderbewegungen. Damit wird sie den Ansprüchen einer nachhaltigen Migrationspolitik nicht gerecht und lässt die Potenziale einer gesteuerten Migration ungenutzt.

Extensive fieldwork in Liberia revealed that security agents and civilians alike all talked of community policing, yet they had different visions, understandings and legitimizations of the idea in mind. These ranged from community meetings to vigilante groups, and were divergent in whether they were orientated towards a Weberian-state model or the community as a primary security provider. This variation was not simply an example of hybrid policing, but revealed a multi-scalar adaption process across and between international, national and local actors and (geographical) scales.

The book offers a critical analysis of legitimacy in peacebuilding, with a focus on peace negotiations and civil society participation in particular.
The aim of this book is to unpack the meaning of legitimacy for the population in peacebuilding processes and the relationship this has with civil society involvement. There is a growing consensus for addressing local concerns in peacebuilding, with the aim of ensuring local ownership. Moreover, scholars have noted a relationship between civil society inclusion in peace negotiations and legitimacy.
