Chapter 7 Internal Solidarity, External Migration Management: The EU Pact and Migration Policy Towards Jordan  argues  that,  at  a  time  of  unprecedented  health  and  economic  crises,  a  new  EU  Pact  should  represent  an  opportunity  to  break from the restrictive and destructive agendas that have long framed European migration policy. Drawing on the situation in Jordan – one of the  EU’s  key  migration  partner  countries  –  the  Chapter  examines  how  efforts  to  support  refugees’  livelihoods  where  they  currently  live  have  been  a  key  element  of  the  EU’s  externalisation  agenda.  It  explores  the  successes and failures of these policies, and then the consequences of the Covid-19  pandemic  for  livelihoods  policies  and  programmes.  It  argues  that  the  events  of  2020,  which  have  threatened  many  refugees’  (already  deeply precarious) livelihoods, demonstrate that – now more than ever – a new approach is needed.
